A Systematic Approach to Building Trust

Building trust requires more than responding to issues as they arise. It requires a comprehensive and continuously evolving system designed to help prevent them in the first place. At SHEIN, we bring together governance, monitoring, enforcement, education and collaboration to help create a safe, reliable and trusted shopping experience.

Our approach begins even before a product is listed on our marketplace and continues throughout a product's lifecycle on our platform, with proactive efforts and preventive controls, managed by our compliance team, supported by technology-enabled monitoring that continuously helps identify and address potential risks at scale. When issues are identified, we take appropriate enforcement actions to uphold our standards and protect the integrity of our marketplace.

We work to empower sellers through clear guidance, education and practical tools that support ongoing compliance. We also engage with regulators, industry organisations, accredited third-party testing organisations, intellectual property rights holders and other partners to strengthen best practices and drive continuous improvement.

Together, these interconnected efforts form a systematic approach that helps us build and maintain trust across SHEIN Marketplace.

Proactive and Preventive Controls

SHEIN has established a framework of standards, policies and preventive controls designed to help enforce compliance.

Before a product can be listed on SHEIN, prospective sellers undergo a structured onboarding and vetting process before they are approved to operate on the marketplace. This includes verifying business registration, ownership information and other supporting documentation. All sellers are also expected to operate in accordance with SHEIN's marketplace policies, Codes of Conduct, and all applicable laws and regulations in the markets where they do business. These requirements establish clear expectations for responsible business practices, legal compliance and marketplace integrity from the outset.

Sellers are also required to provide the relevant documentation for their product category and the market they are selling to. Depending on the product, this may include testing reports, certifications, labelling information, intellectual property documentation or other records needed to demonstrate compliance with applicable regulatory and platform requirements. Sellers are also responsible for ensuring that product listings, including descriptions, images, specifications and product claims, are accurate, complete and compliant with our policies.

To help prevent non-compliant listings from appearing on our marketplace, SHEIN combines automated detection tools with compliance review teams. Product information and supporting documentation are screened prior to listing and throughout the product's lifecycle on our platform to identify potential compliance concerns, prohibited products, inaccurate listing content or other indicators of risk. Cases are appropriately escalated for further manual review, enabling additional assessment before a listing is approved. By integrating technology with human expertise at the earliest stages of the seller and product journey, we are able to strengthen preventive controls, promote consistent application of our standards and help build a trusted marketplace from the very beginning.

Tech-Enabled Compliance Monitoring

SHEIN combines automated detection tools with compliance expertise to monitor product listings, continuously identify potential risks at scale and enhance our ability to detect and respond to potential compliance issues throughout the platform. Even after a product is listed, automated detection systems conduct ongoing monitoring of product listings, performing daily scans to help identify potential non-compliant products, listing content, prohibited claims, suspicious activity and other indicators of potential policy or regulatory concerns. These capabilities enable us to review listings efficiently while adapting to evolving regulations and emerging risks.

Technology is complemented by compliance expertise. Potential issues identified through our detection systems are subject to further manual assessment by dedicated marketplace governance teams, who investigate cases, validate findings and determine appropriate follow-up actions. This combination of intelligent detection and human review enables us to respond more effectively while continuously strengthening the accuracy and effectiveness of our monitoring processes.

Our compliance oversight also extends beyond digital monitoring. We operate ongoing verification and surveillance programs, monitoring regulatory alerts, enforcement actions and product recalls across the markets in which we operate, and reviewing feedback from customers, regulators, intellectual property rights holders and other stakeholders. Insights from these activities help us identify emerging risks, strengthen our standards and improve our monitoring capabilities over time.

By integrating technology, independent verification and compliance expertise into a ongoing monitoring framework, we are able to continuously identify potential issues, respond appropriately when concerns arise and support a safe, reliable and trusted shopping experience for our customers. SHEIN continues to invest in the latest innovations and technology that enable and facilitate compliance, with specific focus on monitoring and risk detection.

Accountability and Enforcement

Accountability is embedded throughout the seller and product lifecycle on the SHEIN platform. From the point a seller applies to join our marketplace through to the ongoing sale of products, we maintain a structured governance and enforcement framework designed to uphold our standards, promote compliance and maintain the integrity of our marketplace. Prospective sellers must first undergo verification of their business credentials and required documentation, and may be required to provide additional information before approval to operate on our marketplace is granted. Sellers that do not meet our requirements or are unable to demonstrate compliance with our standards are not permitted to operate on SHEIN. When products are listed, required documentation and product information are reviewed against applicable platform and regulatory requirements, with cases subject to additional verification where appropriate.

Accountability continues after products go live. Through ongoing technology-enabled monitoring, manual reviews, investigations and stakeholder feedback, we continuously assess products, listings and seller activity for potential non-compliance with our policies and applicable legal requirements. Reports from customers, regulators, intellectual property rights holders and other stakeholders are also reviewed and investigated to help identify issues that may require further action.

Where potential non-compliance is identified, we assess each case based on its nature, severity and potential impact before determining the appropriate response. Depending on the circumstances, enforcement measures may include requiring corrective actions, requesting additional documentation, restricting or removing product listings, temporarily suspending seller accounts or permanently removing sellers from the marketplace for repeated or serious violations. We also take immediate action where required to address prohibited products, counterfeit goods, intellectual property infringement or other activities that violate our platform rules or applicable laws.

Enforcement is only one part of our governance approach. We use insights from investigations, monitoring activities and enforcement outcomes to continuously strengthen our standards, improve our detection capabilities and refine our policies and processes. By combining clear accountability with ongoing improvement and seller education, we aim to reduce recurring issues, promote responsible business practices and support a trusted marketplace for customers around the world.

Empowerment and Enablement

We believe that preventing issues starts with providing clear expectations, practical guidance and accessible resources that enable sellers to operate responsibly from the outset. From the onboarding process onwards, sellers have access to marketplace policies, compliance requirements and operational guidance that outline their responsibilities and the standards expected when selling on SHEIN. These resources are regularly reviewed and updated to reflect evolving regulations, platform requirements and industry best practices, helping sellers stay informed as compliance expectations continue to evolve across different markets.

Central to this effort is SHEIN's Seller Education Hub, a dedicated online portal that provides marketplace sellers with centralised access to compliance guidance, reference materials and educational resources that support every stage of the seller journey. The Hub offers market- and category-specific guidance covering topics such as product safety requirements, prohibited and restricted products, quality standards, intellectual property protection and operational compliance across onboarding, product listing and day-to-day marketplace operations. By bringing these resources together in a single platform, sellers are able to more easily understand applicable requirements before products are made available to customers.

To further strengthen compliance capabilities, the Seller Education Hub also features hundreds of online learning courses delivered through a variety of multimedia formats, including short videos, livestreams and interactive learning modules. Course assessments help reinforce practical knowledge and operational readiness, while regular policy updates and targeted communications keep sellers informed of new regulatory developments and platform requirements. In addition, we work closely with accredited Testing, Inspection and Certification (TIC) organisations, industry associations and other technical experts to develop educational content, share compliance expertise and provide guidance on evolving compliance requirements across global markets.

Alongside education, we continue to invest in digital tools and platform capabilities that make compliance easier to manage. These include self-service compliance resources, product guidance, document submission and verification processes, and intelligent system prompts that help sellers identify and address potential issues before products are listed.

Through ongoing education, practical tools and continuous engagement, we foster a culture of shared responsibility across our marketplace. By equipping sellers with the knowledge, resources and support they need to strengthen their compliance capabilities, we can collectively promote higher standards, reinforce marketplace integrity and build a more trusted shopping experience for customers around the world.

Partnerships and Collaboration

SHEIN engages with regulators, industry organisations, intellectual property rights holders, accredited third-party testing organisations and other partners to strengthen standards, share expertise and support continued compliance on our marketplace.

As a global platform operating across many markets, we recognise that effective compliance is strengthened through collaboration with independent experts and trusted institutions. We work with internationally recognised testing, inspection and certification (TIC) organisations to support product testing, technical verification, conformity assessments and compliance with applicable regulatory requirements. These partnerships help reinforce the integrity of our compliance programmes while providing independent expertise across our product categories as well as markets.

We also engage with regulators, industry associations, and standards organisations to stay informed of evolving regulatory developments and best practices. These collaborations help us refine our policies, enhance our governance framework and ensure our compliance programmes continue to evolve alongside changing regulatory requirements and customer needs.

Partnerships also play an important role in education and capability building. Together with accredited third-party organisations and technical experts, we develop guidance, training and educational resources that help sellers better understand applicable requirements and strengthen compliance at the source. By bringing together independent expertise, technology and shared knowledge, we continue to build a more resilient compliance ecosystem that supports a safe, trusted and reliable shopping experience for customers around the world.
